Zimparks board in gross funds abuse

HARARE - Parliamentarins yesterday slammed Zimbabwe Parks and Wildlife Authority (Zimparks) board for gross mismanagement and abuse of funds after they met 18 times in the last four months, with each member pocketing $165 per sitting.

Zimparks board chairperson Tichafa Mundangepfupfu, while giving oral evidence to the parliament’s Environment portfolio committee, admitted that the board was supposed to sit a maximum four times per year.

The board meetings — all paid for up-front by the authority — take place as Zimparks is three months behind paying rangers’ salaries.

At $165 per person — excluding transport and accommodation costs for members based outside Harare, which are also covered by Zimparks — the six-member board gobbled a total $17 820 in financing the meetings.

“...we are mandated to sit three or four meetings every year, however, there are times when we are called up to meet,” Mundangepfupfu said.

He added that some of the meetings they attended had to do with organising the Zimparks’ events.

But the MPs argued that it was not part of the board’s mandate to be organising events.

Environment committee chairperson and Rushinga legislator Wonder Mashange said the board’s poor corporate governance was suffocating the already bleeding authority.

“There is serious extravagance on the part of the board at a time when they are short of resources. Meeting three times in one week is very unnecessary... they are now too involved in operational issues,” Mashange said.

He added that the board had no clear turnaround vision for the Authority as it has only adopted old methods which do not work.

Hurungwe East legislator Sarah Mahoka said the board was not serious in their work because they had slowly reduced themselves to employees of Zimparks.

She said that the appointment of Wilson Mutinhima as acting director general while he was still a board member was very dubious.

Board member yamakaita acting director general inozoita discipline sei iye ari part of management (Board members are now acting like ordinary Zimparks employees reporting for work every day by the number of meetings they hold in a week. Another issue is that of Mutinhima, how can he enforce discipline on employees as a board member when he is now part of them?” Mahoka quizzed.

Mundangepfupfu, however, defended the appointment of Mutinhima arguing that there was no one qualified among the current directors to fill the post.

That's a revenue stream for some of these zanu praise singers. They cant make the logical step that the reason why their salaries are inadequate to give them a descent life style like their equivalent in other countries because of the ineptitude of the leadership they support. Mugabe's spokesman and secretary of information George Charamba claimed over $228K in board allowances at PSMA. This was at a time when civil servants who contributed to the medical aid could not even get treatment because PSMA were defaulting on paying doctors.

As far as we are concerned things are becoming much better now since the new board and minister came into existence at ZIMPARKS. Mr PPC chair why keep on talking of the board instead of talking of the missing 56 rhino horns. We know you are an interested part. We stand with the board.

it was wise for Mr Mashange to come open and tell the nation where is our 57 Rhino horns that went missing during Mr Chidziya who brought the company to its knees .He is an interested part her wife benefited from corruption where they created unneccesary recruitment of useless camp managers.we need 57 rhino horns MR Mashange.

Thanks to the Honourable Muchinguri for putting order at Zimparks.Yes we are two months behind but the current board is doing all they can to make sure all the messy created by previous management is corrected.outstanding allowances for the past 3 years were paid .Thanks Board you are doing well .musatyeuke muridzo waMashange pamwe ndovakadya those missing 57 horns.
