Mutasa ready to name abductors

HARARE - Zimbabwe People First (ZPF) elder, Didymus Mutasa — who was for a long time one of the closest people to President Robert Mugabe, and the political head of the country’s dreaded Central Intelligence Organisation (CIO) — says he is prepared to name out some of the Zanu PF thugs who have been fingered in the abduction and torture of innocent Zimbabweans over the years.

However, he told the Daily News in an exclusive interview yesterday, that he was wary of running foul of the country’s notorious Official Secrets Act if he did so at the moment — as he had “no doubt” in his mind that his opponents in Zanu PF would “gleefully” use this legislation to deal with him severely.

Mutasa said it was only in this light that he had been reluctant to name the abductors and torturers of leading human rights activist, Jestina Mukoko, when he was called upon to do so.

“I had little choice but to withhold the (Mukoko) file because I was sworn to secrecy,” he said.

Mutasa’s comments came as Mukoko — who heads rights group, the Zimbabwe Peace Project — complained this week that Mutasa had thrown bureaucratic obstacles in her path to thwart the naming and shaming of people who abducted and tortured her in 2008.

Mukoko, who had become one of the Zanu PF government’s fiercest critics at the time, was taken away from her Norton home on December 3, 2008 by a group of men — believed to be security agents — who identified themselves to her as policemen.

The High Court subsequently ordered police to find Mukoko following her disappearance — during which time she was viciously tortured by her abductors.

It was during the court case that came after she was freed that Mutasa declined to name her abductors and torturers.

In his interview with the Daily News yesterday, he said he was prepared to name the people who had been fingered in the abduction and torture of Mukoko, but was wary about breaching the Official Secrets Act, in light of the oath he had taken as State Security minister.

However, he said, he would be happy to furnish the leading human rights activist with the names of the people who had tormented her in private.

Mutasa said if Mukoko had in fact approached him in his personal capacity at the time, he would have been willing to show her the people behind her abduction and torture.

“I had no option at the time because I was the minister of State Security and the law does not take kindly to an official who breaches oaths of office.

“It was only because of that, that I had to protect them as I had no other option. That is what the law requires,” he said.

The former Zanu PF secretary for administration and one-time close confidante to Mugabe also insisted that he was “a man of integrity whose conduct was beyond reproach”.

The Mukoko accusations also came at a time that Mutasa is suing former Finance minister Tendai Biti regarding the death of 12-year-old Christpowers Maisiri — the son of a Headlands MDC activist who was killed in politically-motivated violence in 2013.

Mukoko blasted Mutasa at the one-year commemoration rally of abducted democracy activist Itai Dzamara last week.

“When my lawyer wanted to know the identities of the people who did this (tortured me), minister Mutasa issued a ministerial certificate which said those people were not going to be identified because they were on State business,” she told the commemorations that were attended by MDC leader Morgan Tsvangirai.

“So Mutasa knows the people who abducted me, the people who held me incommunicado, the people who handed me over to the police, but he protected their identities,” she said, adding that the fact that Mutasa was now a member of the opposition would not necessarily make him “holy”.

“The new face does not change anything. It does not rub that I was abducted. I was tortured and I was not protected by the law and the people who did this to me have had their identities protected.

“It does not change anything that he (Mutasa) is no longer with Zanu PF and he is now with People First. He is still Didymus Mutasa,” Mukoko charged.

ZPF leader and former vice president Joice Mujuru has also expressed her discomfort about divulging details of Mugabe’s and Zanu PF’s misrule of the past 36 years, citing the Official Secrets Act.

Speaking in an interview with popular South African talk radio station SAfm on Tuesday, Mujuru shied away from talking about the alleged election rigging and other atrocities of the past three and half decades.

“I did not take part (in rigging). It is not something that is for public consumption. It could not have been a public thing. It was not something that every Jack and Jill would know if it ever happened.

“I did not know or come across it. But the other thing that you should understand is that when you are appointed under oath, (you cannot reveal) all the things,” she said circumspectly.

Mutasa should shut up if he knows that he can not spill the beans!! Stop trying to appease people by pretending as if you are seriously opposing zanu!! secondly Lawyers out there should help us. This Secrecy Act i guess here it refers to state secrects not a party secret. Fine i am aware that zanu deliberately makes it difficult to separate the two. But if we start by defining some of these actions as party actions rather than state actions maybe we can get somewhere.....

Jojo Madiro - 12 March 2016

the reason why Zimbabwe is this situation is because an average Zimbabwean doesn't want the truth. below are some of the truths that people routinely circumvent: 1. rwavhi gukurahundi Mugabe committed genocide in Zimbabwe mainly the gukurahundi atrocities of the 1980s. this is the reason why he doesn't want to vacate the throne because he knows that he will be arrested. this has nothing to do with his marriage to grace is this come well after he had committed the crimes. 2. grace is a useless slut who left her marriage to get married to rwavhi because of pecuniary gains. 3. joice mujuru was the main driver of corruption in zanu with her late hubby rex. she owns a number of farms, mine and buildings around the country. she has no positive contribution to make to the country given her horrendous performance in govt for the past 35 years. she is a liar who wants us to believe that she always had differences with Mugabe yet she begged him to stay on the eve of her official cashiering. the fact that on top of her priorities is the chasing of solo's killers shows that she is in it for her own benefit and not for national benefit. tsvangirayi lost his wife in dodgy circumstances but never has he said that he wants to avenge that. also, joice consistently said that she has no ambition to become president now she is lying that people requested her to be president. the day we learnt to accept and tell the truth, our country and ourselves shall be liberated!!!

This is what we have been waiting for. We need to know the darkest side of Mugabe and his ZanuPF. At least we will be persuaded to be convinced that these guys are really out of ZanuPF. For me being a former member of the party, the name ZanuPF is synonymous to a league of mass murderers. The ZanuPF headquarters is a balcony of oppression and misery. Every time I pass-by this building on my way to pay bills at the city Harare councils offices I swear that one day it will crumble down like a pack of cards. In fact we know some of the people who were killing for Mugabe, some of them are laid at the so-called Heroes Acre. There is no heroism accorded to a person for killing fellow human.beings. Elliot Manyika, Cain Nkala, Border Gezi, Big Chitoro, Chenjerai Hunzvi and many others dead or alive will go down in history of this country as the notorious killers ever lived. Their burial on that hill doesn't mean anything to us the grieved. I lost two brothers in the 2000 era just because were not members of ZanuPF. I had lost faith in this organization in 1985 because of what I seen happening in my home area Mberengwa. My father was just an honest peasant farmer, not one day I witness him quarreling with his fellow villagers. My brother was slaughtered like a goat by Big Chitoro and co. Who doesn't know that Joseph Mwale alias Kitsiyatota petrol-bombed MDC activists in Buhera in 2000? So these people should come out with genuine apologies to the whole nation and lead us to where Itai Dzamara is,dead or alive.

Is this the same Mutasa co-founder of zanu pf party, former M.P Headlands, politiburo member and Minister in charge of spooks at the time when the Maisiri family in headlands was brutalised at the hands of zanu pf and state machinery. It shall not be a defence that it was mugabe who was sending us to commit all forms of crime, and that time is coming. It is a big mistery why mutasa and most and if not all zanu pf and zpf people are roaming free, when they should have been locked up long ago. The equation and answer to the zanu pf brutality over the years will never be solved without zpf people in the mix. Zvimwe itaiwo muchinyara. 99, % were committed before zpf formation.

Chawakadya Chamuka - 12 March 2016

All the murders, torture, rapes and the rest of the atrocities inflicted on the innocent people of Zimbabwe remain unlawful and punishable before the courts, regardless of who the perpetrators are or were. The Official Secrets Act CANNOT protect murderers and torturers. That was never the intention of that piece of legislation. Please buy a copy from Government Printers and Stationery and read for yourselves. Mutasa must simply tell us who those misguided elements are who decided to be angry for Mugabe and went on to murder and torture Zimbabweans on his behalf.

The truth shall set you free Mutasa and Mujuru. This is what you should know, "you can not be found guilt for standing against unjust law" the law is just when it squares to the moral obligation and on the other hand the law is unjust when it does not square with the moral obligation. All the zanu pf brutallities and abduction go against our moral obligation. Therefore the truth must be said.

Justice - 13 March 2016

All of us by now should realize that ZANU PF's whole strategy and ideology is based on one thing only: FEAR. And it is for this precise reason why we have no proper or real opposition in this country simply because everyone knows that if you are not collaborating with and under the full control of Mugabe;s CIO the guaranteed consequences is abduction, severe torture and death? So there is absolutely no use debating about whether there is any legal basis for disclosing the identities of the abductors, torturers and murderers simply because Mugabe is above the law and will take whatever action he feels necessary to eliminate adverse criticism. In all honesty how can we believe anything these former ZANU PF officials say - I don't trust any of them and place Tsvangirai in the exact same category.

Mbewa - 13 March 2016

the only reason tisiri kuudzwa zvakaitika in full disclosure and by who, is because they themselves Mujuru & Mutasa were behind it all and are afraid of national reproach and zanu backlash because of the information they harbour, they want to wait to be in office first to spill just to protect themselves and others they feel should be spared by some statute of law.......There's nothing different from what they are doing to what Zanu-Pf is doin, -birds of the same feather- a leopard will NEVER change its spots...not for anyone or any country, just a gimmick to save skin once Zanu crumbles.

truth be told - 13 March 2016

These people must be named. I suspect these could be the same people who abducted Dzamara. Let's see where these people were when Dzamara was abducted. For Mujuru and Mutasa to be taken seriously they should not be seen to be protecting Zanu thugs.

Inyika - 13 March 2016

Him stating asingatonyara kuti those CIO agents where on State business saka they are protected by whatever insulting Secrecy Bill he purports, arikutotaura thinking we must really be thick in the head hanty. Kurova and torturing Jestina Mkoko was STATE BUSINESS? REALLY? Can they justify that? The state has interests yes but those interests senge pana mother ava those interests WITH THE RIGHT PRESSURE vachataura havo.

Angry 30 year old - 13 March 2016

my heart really sinks. I am not sure where we are heading with this new outfit? These guys are just accomplices in the unlawful acts and can not therefore claim that their hands are clean. This is just a tip of the ice berg and goes to confirm what we have know abt the the ruling party.

mwana wamambo - 14 March 2016

ZANU PF thrives on a blurred distinction between state and party. Mukoko fought ZANU PF and not the state that's why the court ordered she be found. That is the same with Dzamara and every other right thinking Zimbabwean. If anyone fights the state that will be treason and munhu akadaro anosungwa nemapurisa zviri proper tichiona kwete kungoshaikwa in the middle of the night. The reason y ZANU does not charge such people with treason is because they know kuti they can't prove the case in court, just like they failed in Morgan's treason trial so they do the next best thing, send the boys.

i would be more interested in details about the diesel inyanga cde didmus, the reason why you cant name the alleged abductors is obvious,as a political head you were not privy to the names of the operatives

truth - 14 March 2016

Mutasa is right, however there is a way of doing that, seeking legal advise and release such details as anonimous, but with much details that the legal system would not need further evidence that would expose his identity. At the same time Mutasa by intending to do so he is exposing himself to much risk with the same abductors which may now be on his tail. Mugabe is a heartless and shameless old man.

amina - 14 March 2016

Why didnt he resign then, instead of protecting murderers os innocent people.Who can surely go into a voting boot and vote Mutasa with a clear conscience?

I think the old man should just shut his mouth, he should go out of the public eye,we know the true Mutasa, there's no way he can fool Zimbabweans anymore simply because he is now in the political dust bin, let him not try and use us to get political relevance he will forever remain part of the machine that oppressed us for ages and he can not change that history.

Diibulaanyika - 14 March 2016

After all has been said and done, can someone kindly define the official secrets act for us.

@Titus. Afraid not. That would be contraverning the official secrets act!

Loud Speaker - 14 March 2016

Joice Mujuru is nowhere near presidential material, OMG, please people listen to her interview on SAfm on YOUTUBE.....I was actually getting embarrassed for her, the woman doesn't even know how to respond properly to simple questions, she sounds like she has no clue what she's talking about. This is so embarrassing, I think she should just go farm and look after her grandchildren, I mean to even fathom Joice leading Zim would be an atrocity, she was quite an embarrassment on SAfm. Unbelievable that she aspires to be president of this country.

misty - 14 March 2016

@Misty although you are right in someway, I disagree with you to a certain extent. Some questions asked were completely irrelevant e.g. someone asked if she will arrest Mugabe after winning the election where as Mujuru was trying to elaborate that this is about nation building.

Mentalist - 14 March 2016

@Misty the journalist was trying to pin the blame on Mujuru as an Individual yet she clearly stated that this was as a result of joint effort within the party.

Mentalist - 14 March 2016

The end move in politics is to pick up a gun.In politics u dont need to be wise or good,u just need to be a good lier and brave

vilbram avril - 14 March 2016

@Misty you are however right that Mujuru was giving irrelevant responses sometimes. I think the interview should have been in Shona

Mentalist - 14 March 2016

This just proves that Zimbabwean politics is riddled with opportunists. Mujuru / Mutasa / Mutswangwa etc. are squealing because vakadzingwa from Zanu PF. The chameleonic transformation of Mujuru, Mutasa to form ZPF will not fool Zimbabweans. These were accomplices when heinous acts were committed by Zanu PF and the state. For 34 years they were part of that corrupt and evil system which has brought Zimbabwe to its knees. Tisanyeperwe kuti vane zvitsva zvavangatipe. Official Secrets Act will not protect murderers and and thieves. Mujuru and Mutasa are interpreting the Act typically the Zanu PF way - as untouchables – zvaiva zvekubasa muchiponda vana vevamwe! But the day is drawing near when the truth will be exposed. Constitution inochinjwa, Official Secrets Act ichibvondorwa chokwadi chichibuda pachena. Full disclosure not selective disclosure yavari kutipa iyi. What transpired during their time as office bearers for Zanu PF, as government officials (Vice Presidency, ministerial posts), how they have accumulated their wealth, etc? Her involvement in the plunder of ZISCO, ECONET saga, DRC mines, farm acquisitions, etc. Mutasa unotonzwisa tsitsi nemanyepo ako! For national healing, reconciliation and rebuilding the nation some skeletons are going to tumble out of the Zanu PF closet(s), Mujuru and Mutasa's included. Truth and God's justice will prevail. Only the truth that Zimbabweans know will set us free. Our nation deserves better, future generations deserve better. Zanu PF et. al are telling the the truth and they are telling it badly. The gift of gab is not going to heal our battered economy and restore our nation. Zimbabwe needs leaders of character, intergrity, compassion, vision, technocrats who understand what needs to be done to make our economy tick again, reform and bring healing, unity (without tribal partisan politics) and national pride to our nation.

Shoko Ndirori - 15 March 2016

The Official Secrets Act is not notorious. It is standard in any country to protect the state. Mutasa is getting old for sure. As a former State security Minister u do not play with issues related to state secrets like that else die "naturally". This is the standard the world over. As a former senior spy u will not be allowed to cross the floor with such an intention.

Tobias - 15 March 2016

For as Mutasa Gumbo and Mujuru are still living on or using stolen farms from whites and are not ready to give back all the stolen properties they took from white zimbabweans then sure with no doubt they are still zanu and must not waste our time they are thieves and they have no reason to be in politics for change bcoz they will change nothing

Diibulaanyika - 15 March 2016

& then you see some people pinning their hopes on this People first project, come on please. Prop them at your own peril. Some fools were impressed by Bob's English in his fake accent and decided he has the finest qualities to be a leader & 36yrs+ later the proof of the pudding has been in the eating rats and drinking sewer water. People have not suffered enough yet if they think these Zanu rebranded have anything to offer. Mutasa, Mujuru et al know a lot of things and participated in a lot of things which are anti Zimbabwe and her people. If they really have people at heart and really put people first they should come out and "sacrifice" themselves for the people they claim to be putting first. If they are sincere and genuine (which they are not) in the final analysis this will count for something. It might not guarantee them their lofty jobs back but it will go some way to show that they are sorry for what they did.
