'Zifa is offside'

HARARE - CAPS United insist there is no need for the Premier Soccer League to elect a new chairperson since Twine Phiri remains their representative on the league’s  board of governors.

Makepekepe board chairperson Lewis Uriri yesterday wrote to PSL chief executive officer Kenny Ndebele conveying his club’s position.

The Harare club were forced to make the statement after the newly-elected Zimbabwe Football Association (Zifa) board led by president Philip Chiyangwa ordered the PSL to hold elections on Tuesday.

The PSL chairperson is supposed to be a member of the Zifa board but Phiri was part of the executive committee that had its mandate revoked by the Zifa councillors in October.

Phiri was re-elected as the PSL chairperson last year for a second term which ends in 2018 when he was still the Makepekepe major shareholder and president.

The club’s shareholding structure was, however, rearranged following Farai Jere’s acquisition of 80 percent of the club’s shares.

Phiri remained with a 20 percent stake in the club while Jere assumed the post of club president since he is now the major shareholder.

Makepekepe agreed to allow Phiri to remain as their representative on the PSL board of governors until the end of his term as chairperson, a stance which Uriri reaffirmed in his letter to the league.

“Mr Twine Ibrahim Phiri, a shareholder in CAPS United Football Club (Private) Limited, remains the CAPS United FC representative on the Zimbabwe Premier Soccer League Board of Governors,” wrote Uriri.

“Our Board of Directors has not made any resolution contrary to our last communicated position. In the event of any changes, your good offices will be notified in writing in the ordinary course.

“There is presently no intention to recall Mr Phiri from his position as our Governor on the ZPSL Board of Governors.

“The issue is not on the agenda of our forthcoming board meeting of December 12, 2015.”

Uriri added: “My attendance at the Extraordinary Zifa Congress of the 5th of December 2015 as the official CAPS United delegate was an ad hoc arrangement, necessitated only by the fact that Mr Phiri was attending as a ZPSL invited guest. We did not wish him to wear two hats at the congress.”

Speaking following their first board meeting on Tuesday, Chiyangwa said: “As a board, we have also resolved that we are to have elections at PSL in order to have a PSL representative on the Zifa board.

“We have also ordered that there will be elections at the women’s league in order to come up with a substantive chairperson. We have also ordered that there will be elections in Eastern and Central regions because of the vacancy left by (Piraishe) Mabhena and Felton Kamambo.

“In Masvingo province, there is also going to be elections as there is no substantive provincial chairperson.”
