Govt won't fix kombi fares

HARARE - Government has been monitoring the present situation of kombi fare hikes and unfair treatment of commuters by minibus operators, but will not fix fares, a senior government official has said.

This comes amid an outcry from the public on the tendency of commuter omnibus operators to unilaterally hike fares when it is raining and during peak hours.

Replying to a letter written by Passengers Association of Zimbabwe (Paz) urging the government to intervene on the public transport fares, permanent secretary in the ministry of Local Government George Mlilo said the government will not gazette fares.

The fare were deregulated in 2009.

“The ministry feels that it is not opportune to gazette fares which have been deregulated since the multi-currency system in 2009,” Mlilo said.

“Gazetting of fares provides for fares in defined distant bands for example 0-10 km and so on.”

“From previous experience, operators tend to apply a flat fare taken from the maximum distance and it disadvantages the commuters on a shorter route. Gazetting of fares will not always therefore translate to lower fares, particularly as cheating usually occurred outside normal working hours after enforcement agents are no longer on the ground.”

Mlilo said government also carried out their investigation and found cheating on fare charges by operators during times of bad weather, peak periods and whenever there are fluctuations in fuel cost but they will not intervene.

“However, in spite of such occurrences, I consider that these do not amount to adequate justification for government intervention on fare charges. Such practices instead, at least in the meantime, need to be curbed by increasing levels of enforcement and not drastic changes.”
