5 highway patrol cops in soup

HARARE - Five National Highway Patrol cops have been  arrested on charges of criminal abuse of office.

The five allegedly received R100 from a delegation of Swaziland police officers that was attending an anti-stock theft workshop in Harare. They did not issue a receipt for the transaction.

Nyameni Willie,38, Rumbidzai Chahwanda, 34, Paidamoyo Chipinda, 26, Tongai Moyo, 32, and Tatenda Mudyiwa, 31, were remanded to October 26 on $100 bail each by magistrate Milton Serima.

It is the State’s case that on October 2, the five were deployed on the Masvingo-Beitbridge highway.

The group was issued with 20 Z69 (J) receipt books and a ZRP BMW vehicle from ZRP Beitbridge district headquarters. 

The law enforcement agencies did not issue speed trap machines at the time as they were not available.

Allegations are that ZRP received a complaint from the Swaziland delegation that they were arrested for a speeding offence and forced to pay R100 without being issued a receipt.

In carrying out their investigations, the ZRP instructed that the five surrender all the used Z69 (J) books immediately.

By October 10, the group of accused police officers surrendered only five of the 20 books requested by their superiors.

While investigations were being carried out at CID Serious Frauds Squad by Inspector Mhiripiri, one of the original copies of the Z69 receipt reflected a speeding offence but the carbon copy showed the offender was receipted  for failing to have a current vehicle licence.

Both receipts were allegedly issued to two different people.

In two other transactions, the original copy and the carbon copy were different, prompting the superiors to arrest them for tampering with receipts and bringing the name of the ZRP into disrepute.

The best is to stop this spot fines. yes the police need the money but giving tickets and make people pay at police stations will still make it possible for the police to retain this loot. Spot fines are a source of all this corruption, the only problem these officers did not share with the other guys. Rushing to a funeral I was askedto pay 20 for a 5km/hr above speed limit, I had 10 and he received it and waved me on at Featherstone. My head was spinning and did not want to waste my time.

We are to blame for this madness, by police, because we are the very ones who give them those bribes. If we say no to bribery there is nothing they will do to us. In my 23 years of driving I have never given a police officer a kobo. If the offense is that serious he/she should issue me with a ticket and if its something not serious then he/she has to just caution me and let me go. Do you know that most of the time, motorists are giving bribes much higher than the actual fines. I edge you all to go get a statutory instrument for fines from Print Flow so that we are not ripped off by these thugs MOTORISTS PLEASE STOP SUPPORTING THESE THIEVES. DO YOU KNOW YOU HAVE THAT RIGHT TO ARREST HIM OR HER WHEN THEY SOLICIT FOR BRIBES. UNITED WE CAN END THIS MADNESS

I am actually surprised that police chiefs in the country are not doing anything to harness this ill that is known by everyone who is a traveller. Everyone knows that police officers are taking bribes especially from commuter omnibuses .can someone be bold enough and stop this nonsense of spot fines . It is known that it is illegal for spot fines to be collected but this anomaly continues because the police bosses have a share to the illicit and illegal things happening in road blocks. They are silent because They know they are benefiting that is why they made a lot of noise when Zimra Commissioner General called them to submit their collections to treasury
