Harare to impound overcharging kombis

HARARE - Harare City Council (HCC) has warned that commuter operators charging $1 for a single trip risked having their vehicles impounded.

HCC spokesperson Leslie Gwindi yesterday told journalists during a tour of the new Coventry Road Holding Bay that those found charging passengers $1 for a single trip would have their vehicles impounded and taken to Central Stores for two weeks.

He said once the two weeks have lapsed, the vehicle would be released after paying a fine ranging from $300 to $1 500.

The council spokesperson said the city had imposed punitive fines because they wanted to show offenders that they mean business.

“We know that there are people out there who want to cause confusion so that they have an excuse to say the bay was not a good idea but they will not stop us,” Gwindi said.

He said the city had also declared war on all illegal vehicles operating from undesignated points or mushika-shika. 

“These mushika-shika should stop with immediate effect,.” he said. “We are working with the Zimbabwe Republic Police to clamp down on these small vehicles who (operators) will also find their vehicles impounded at (Central) Stores with the other offenders.”

Over 400 vehicles have been impounded so far.

Gwindi said the ZRP has availed 40 police officers for the operation.

He said an extension of the holding bay, which may be finished in a month’s time, will soon cater for commuters that rank at Market Square.

The HCC was looking to build more holding bays to cater for the Charge Office and Fourth Street ranks.

Warren Park used to cost R5 before the bay thing, now its been hiked to $1 at coppacabana!! So wat do we do?? We go back to were we used to board the kombis for R5 until you sort out the mess.

the offenders are not the kombis or the operators but the driver and conductor ...you impound a kombi the same driver and conductor will be in a different kombi the next day doing the same thing .So Mr Lesely Gwindi do the right thing and have these drivers and conductors severely punished

Leslie, You are going to find yourself against a brick wall because 90% of the small vehicles you mention are owned by officers of the same ZRP that you say you are working with. Lets see if you can set a thief to catch a thief and win.
