MPs question Psychomotor ministry

HARARE - MDC legislators have questioned the relevance of the Psychomotor ministry held by Josiah Hungwe.

The portfolio’s relevance was questioned in the National Assembly during the question-and-answer time on Wednesday.

Trevor Saruwaka, MDC MP for Mutasa Central,  left the House in stitches when he asked Higher Education minister Olivia Muchena to clarify the relationship between her ministry and the Psychomotor portfolio.

“Can the minister explain to us the relevance of the ministry of Psychomotor, and I notice that the minister (Hungwe) is not in the House, I refer the question to minister Muchena?” Saruwaka asked.

He was supported by Zwizwai Murisi, MDC MP for Harare Central, who also asked the same question.

“If you could explain to the nation the nexus between your ministry and ministry of State for Leasing on Psychomotor Activities in Education,”said Murisi.

In response, Muchena said the ministry of Psychomotor is responsible for the coordination of the brain and hands.

She also said she and Hungwe were to present a full briefing to Parliament on their ministerial duties.

“I would like to ask the indulgence of house for me and my colleague to bring a joint statement after we are fully briefed,” Muchena said.

“Normally, people learn in the mind and not able to do it. What is meant by psychomotor is that there should be engagement between the mind and how to do it.”

I think hungwe will deal with mind matters of children while muchena deals with childish matters of the mind Oops, Bob at 90 is more comical!!

I think Muchena will deal with the brains while Hungwe deals with the feet. Dokora will deal with the rest of the body between the neck and the waist. The old man is making our country a real joke.

The point is that Constance Chigwamba and Washington Mbizvo are not coordinated. The Technical and vocational skills covered in the Secondary school curriculum are not finding any recognition in high school and beyond. The old "practical" subjects like Food and Nutrition, Building Studies, Metal Work... And the HEXCO subjects like NFC Food Preparation, NFC Brick and Block Laying, NFC Basic Welding... etc etc are running parallel in the schools... causing time-tabling headaches for the school heads and creating confusion on which "Pathway" to follow.... It is a matter of departmental chauvinism... Each Ministry/Department is holding on to its own... resulting in the duplication.... The Liaiason platform will rationalise the development of Technical and vocational education and training from pre-school to university level.... Pre-vocational, National Foundation Certificate, National Certificate, National Diploma, Higher National Diploma, Bachelor of Technology, Master of Technology... right up to DTech.... The emerging economies have adopted these models to great success.... Dr Mahere and company were refusing to accept the NFC as an entry requirement for the Advanced level studies in high school... So schools ended up shunning the vocational "pathway".... The Hungwe ministry will coordinate and rationalise

Maybe Mbizvo has overstayed .... Now we are having to create another ministry to deal with the issues that Higher and Tertiary education should have dealt with in line with the Nziramasanga Commission recommendations 13 years ago..... Why are will not removing him.... Vocational Education was held at ransom for 13 years... and instead of dealing with the blackmailer, we are paying the ransom by forming another ministry.... Well if Mbizvo is staying ..then we will need Hungwe... Never mind how appropriate the name of the ministry is ... but the nation needs it to deal with the failures of and arrogance at our ministry of Higher and Tertiary Education.... We created that ministry in 1987.. ( Higher Education and Technology then.....) We celebrated it.... They some "Control Freak" went to its Head and now ...like Dracula's Francenstaein Monster... it is now destroying the country's vocational education... beong led by an academic, Mbudzi, who has suddenly become more knowlwgeable on Technical and Vocational matters than the HEXCO Board members who went through the technical and vocational education route (TVET), like Nyamukapa of Masvingo poly, Machunga of Kushinga Poly, Mabasa of Bulawayo Poly, Mudondo of Harare poly, ... And as lecturers our knowledge and experience of TVET is not being tapped into because there is gatekeeping at HEXCO ... All the TVET trained are being systematically eliminated ... Meanwhile we the technically sighted continue to be led by the technically blind.... Until Hungwe starts asking hard questions and interrogating the whole system... insisting on Muchena and Dokora reigning in their truant officials... and removing Mbudzi and Mbizvo and those that have been poison by their ideology .... Then we can start talking about vocational skills in Zimbabwe
