'No more buying of chemicals from unregistered firms'

HARARE - Local government minister, Ignatius Chombo has directed that Harare City Council stops buying water purification chemicals from unregistered companies that have no capacity to deliver.

Chombo told a media briefing that council was buying the chemicals from unofficial suppliers that end up delivering wrong or substandard chemicals.

“Council is directed to come up with a standard format for tender verification and adjudication processes.
“Management should closely monitor and supervise the verification and adjudication processes to ensure the authenticity of bid documents to curtail underhand dealings,” he said.

He claimed that some councillors and members of the procurement board are engaged in underhand dealings during the tender awarding process to undeserving companies.

“All water treatment chemicals be purchased directly from official agencies or companies with capacity and specialised in the water treatment chemicals manufacturing, supply or distribution or transportation, and not through commodity brokers or “middlemen” companies,” the minister stated.

According to a probe team tasked with investigating how water tenders are being handled by council, over $1 million has been lost in multiple awarding of the same tender by council.

“Council tender policy is not clear on whether council should deal with specialised registered manufacturers or distributors of goods and services,” the Ellen Chivaviro-led team said.

In his directive, Chombo said council’s internal audit should cease to be an active operational member of the respective tender processes but should only observe for checks and balances. - Xolisani Ncube
